The European Union is hoping to broker a deal between Azerbaijan and Turkmenistan to enable Turkmen gas ultimately to flow to Europe, Bloomberg reported August 3, citing a draft document of the EU regulator's energy unit. The EU is evidently lobbying for the construction of the Trans-Caspian pipeline needed for Nabucco by making an offer to Turkmenistan and Azerbaijan that does not involve delimitation of the Caspian Sea shelf.
