In the past two weeks the Turkmen special services especially Turkmenistan’s Migration Service, are grossly hampering the country’s residents from leaving the country. Holders of dual Turkmen-Russian citizenship as well às young people attempting to exit Turkmenistan to seek admission to foreign educational establishments are primarily affected.

Vienna, 3 June 2009. The Turkmen Initiative for Human Rights is concerned that the European Union (EU) has been deceived by superficial, cosmetic “reforms” by the government of Turkmenistan, and has adopted a policy of appeasement in order to secure trade agreements.

It goes without saying that it was premature to expect rapid changes in the human rights field just two years after the death of the Turkmen autocratic leader S. Niyazov, who ruled unchallenged for 21 years. It is extremely difficult to expect quick changes, when Turkmenistan is still being governed by those, who had been closely working with the dictator who died untimely, but at a proper time.

About two years ago it was announced that the need arose to carry out the reform of Turkmenistan’s educational system. The Turkmen Initiative for Human Rights prepared the report summarizing the initiatives undertaken by the authorities over the past two years in the educational area.

Turkmenistan Civil Society and Human Right Defenders 1. In Turkmenistan, Civil society in general and non-governmental organisations (NGOs) in particular are poorly developed. Of 89 non governmental organisations which are presently registered, only seven are regarded by international organisations as independent . The remainder are so called GONGOs, i.e. NGOs created by the government. All these GONGOs are part of a nationwide movements “Galkinish” (Revival). There are no NGOs which are openly active in matters of human rights in the country.

On the state of freedom of the mass media, the right to freedom of speech and free access to information in Turkmenistan

The right to freedom of speech and the right to free access to information have never been fully respected in Turkmenistan. Stipulated by the Constitution of Turkmenistan, the aforementioned rights have fallen under the jurisdiction of verbal legislation. Since independence, verbal legislation has prevailed over existing legislation and have enjoyed absolute power. Since Turkmenistan gained independence, the authorities have been systematically turning the mass media into a mechanism of ideological propaganda, depriving them of creative freedom and other freedoms. During this period the editorial boards of newspapers, magazines, radio, television, Internet access, publishing resources of print media and technical facilities of electronic media have been state-controlled. Independent mass media are non-existent in Turkmenistan.

It is customary to assume that the new Turkmen authorities are implementing a number of reforms in the country. In particular, the educational reform, expanded Internet access and amendments to selected laws have been reported. Furthermore, the government is also set to adopt a revised Constitution.
